I thought DRL's were more easily deactivated by simply unplugging the DRL control module? That's all I did in my '05 WRX. That would allow you to keep your hill-holder (if you so desire) and not have your e-brake light on all the time. Keep in mind that having the e-brake light on all the time means you don't know if/when it turns on for other brake system problems.
