Generally speaking, the hourly rate at the dealer is usually pretty close to the going rate for local mechanics - the price difference comes from the dealer charging the book rate (in terms of time) for a job, vs. what it actually took for time. If they are willing to do it, the service department at the dealership are probably the ones you want taking things apart, as they live and breathe subaru.
an eighth of a tank every 10 miles is a very bad leak - I'd try not to drive if at all possible (an engine fire is a tad more expensive to deal with than replacing fuel rails) - did you try to get a screwdriver on the hose clamps and tighten them up?
