The bold/underlined part of his statement is the key to reliability.

As you add power increasing mods, you must also upgrade other supporting components that do not add power to keep it reliable. Many people neglect mods that are for safety/reliability because they do not add horsepower, and they would rather spend that money on more power.

Hence, reliability suffers and stuff eventually breaks ... then they come on NASIOC and yell about how Subaru sucks.
