This issue is VERY common. Almost everybody who's been around Subarus for a while has seen it before on their car or a friend's car. It's not the rev limiter, it's not launch control. What it IS, is very hard to say, because it seems like everyone who has this problem finds a different solution. For one person it might be the speed sensor, for another a crank/cam position sensor, for another it's a throttle position sensor, etc. It seems like it's always a sensor of some sort, but as far as I can tell there is no way to know which one without arbitrarily swapping them out until the problem disappears.
I would agree like I said my car was the speed sensor but this problem could be more idk I just gave my advice cause that's what my car did but also if one sensor is tripped or bad it can cause other sensor to malfunction like my car it was also misfiring because of that speed sensor but I think it's defiantly safe to say that it's not a rev limiter problem or launch control
