I cannot answer the first question. Your light output is a lot more than what mine used to be. Your car came with double the wattage.

Your next question, has to do with driving laws. The law states that on public driving roads, you can only have 4 operating lights. For example, one of my family members has a Landrover Discovery, that beast came with 8 monster lights. high and low beams, bright foglights (bright as my low beams) and what appeared to be 8-10 inch driving beams. If she turned all of them on at once(which she could because that thing was not meant for "normal" driving) anyone would go blind!!! But, if you want to pursue to quest for independent foglight then I found this to be the easiest route:
