Running on "recirc" is not the best idea when it is humid.
This means even when it is cold out. You have snow on you and the moisture in your breath which condenses on the inside of the windows.

As stated above, use the outside air setting.

Also, when the car is really cold, it probably disables the AC compressor until the coolant temp comes up to prevent stalling from the extra load.

Oh. Using "recirc" does not hurt anything, it is just not very efficient.
