They can figure out how fast you are going in any situation. Computers subtract the speed of you moving with the speed of his cruiser moving. It's instantaneous, like .5 seconds. Slowing down when you see a cop and you're speeding can drop the speed down. Sometimes he might not be looking or he might be tagging another car. (This info from the one time I spent a day with an officer doing traffic stops in Valdez.)

A cop can act however he wants. You have to listen to it. As long as he isn't physically hurting you. Yes you have to deal with it and listen to it, he has the state/city/federal government backing him up.

You can always file a report with the PD about this officers conduct, but would probably not get very far.
