They really make very little difference when they are on -- in the dark, and in the fog. Maybe they are aimed wrong from the factory, but I cannot tell much difference when they are on.

Yes, and so would most of us who think they suck. See how that works!
Being a marker light is half of the purpose. The other purpose is to light the area under the fog without causing glare in the fog above. The big problem with brighter bulbs is the higher wattage and cooking the reflector. IMO, it's just best to write them off as useless.
