Some you do, some you may not...
That restrictor reduces the total amount of air in the boost control lines.
If a certain solenoid was able to bleed off enough air at 90% duty cycle to allow you to run 17psi with no restrictor, then you can use restrictors to achieve that same 17psi at 70% or 40% duty cycle.
