Start with a cold engine.
Start car and let idle to normal temp
The operating shaft if visible thru the cutout in the egr housing. Watch the shaft while a helper sits in the car and raise the rpm to 3000 rpm and hold, (don't let it drop below 3000 rpm). If it's operating correctly you will see the shaft slide open.


If you end up removing it, best to use a new flange gasket, and the torque is 18 ft/ lbs.
