Yeah, it's one or the other: either the new filter wasn't tightened enough, or the old oil wasn't cleaned before the new filter was installed.

See if you can tighten the filter at all by hand. If you can make it turn, then the new filter wasn't tightened enough. If you can't make it turn, then it's probably old oil that wasn't cleaned away. If that's the case, I'd probably wipe it as clean as I could, and then keep an eye on it to see if more oil seeps out. If it stays clean after you wipe it, then it's fine until the next oil change.

This is a big reason why I do my own oil changes. I'm simply more meticulous about this stuff than most common grease monkeys that are paid to get as many cars through the shop as possible.
