Same thing happened to me with my cobb ap. try using a battery charger if your voltage level is right around 12v. Cobb told me that sometimes the ecu is sensitive to those levels and requires at least 12. My guess is that it needs to be higher. Ultimately, I sent my ecu into Cobb to get reflashed with the stock map because I didn't have a charger. Bugeye wrx wagon here.

Also, if you can't connect it's recommended not to turn the key to off until you connect and exit safe mode. If you interrupt the connection I think u can corrupt the ecu.

Edit 2: hate to break it to you but it sounds like you corrupted the ecu.
