It is financial BS really. The government loan was predicated on Fisker raising a certain amount of capital on their own. See the idea is the private investors must be satisfied it is a good idea. They were not satisfied. Fisker did not raise enough private funds. The government did not give them the loan. It all seems legitimate to me.
