OBD I is '90-'94 in the legacy and '93-'95 for the imprezas.

an OBD II harness (I've done 2 EA swap harnesses with '96 imp donor cars...) are not much more difficult than the OBD I. but it becomes more crucial that all the sensors are hooked up. with an OBD I setup, you can get away without the VSS, neutral switch, starter switch (to the ECU...), etc. but the OBD II system will be more sensitive to that.



also, '99 was the first year for phase II engines. they're a pretty different design. and anything after '96 is an interference motor. so if you're looking for non-interference, neither of the cars you're looking at fit the bill.
