I've submitted my complaint to the NHTSA.

Dealer would not fix for free despite TSB 09-36-03.

Besides being a safety issue, I would think that this would be an evaporative emissions issue as well. It's required that the Check engine light come on if our gas cap isn't screwed on tight enough. A fuel leak direct in to atmosphere circumvents all such provisions.

Anyone know where and how to file a complaint with the EPA?

P.S. My dealer wanted $375 to fix the problem. I refused. I'm going to see what I can do myself.
