With the proper map (OTS Stage 2) you'll be OK, yes. But if you want the best reliability and everyday driveability it's best to get your car protuned.

I've been running a fully catless system on my STi for almost 6 months now around the Boston area. Knock on wood no issues with the law yet. As for getting your inspection sticker it's a total crapshoot as everyone has mentioned before. I went to a few inspection stations that wouldn't even let me pull into their garage because they thought the car was too loud and I certainly was trying to be as quiet as possible when driving up. If you have no CEL's and the inspector is lazy and doesn't do a visual you have a chance of getting your sticker. Took me 4 tries before I found someone that would even look at the car and he passed it.
