It sounds like he has the same issue. Driving on back roads is no fun if you have to scream the motor endlessly to keep it's power up.

So OP, as crazy as this sounds, if you really want to build to suit that purpose do a build that can handle low end torque and dial in a turbo that will provide that also.
If the goal is low-end torque and responsiveness then his best bet may be:
  • ELH w/ a twin scroll, ball bearing turbo (like the EJ207 uses)
  • Aftermarket downpipe
  • E85/flex fuel
That recipe should minimize turbo lag and provide near instant torque (or as close as you can get for a turbo setup).

I think most people's issue was that he said that he wanted to go faster on public roads.. while mentioning that he was already exceeding 100 mph.
