It's up to the landlord and it's in the lease agreement if you're renting.

At my previous apartment, my landlord covered heat, hot water, and electricity (a rarity). In my current apartment, I pay for all utilities.

It just depends on the lease agreement and your landlord. There's no "rule" per se, except that the landlord must pay for water.
