No, the light would be meaningless in this case; that just means the switch up near the parking brake's handle is working. It doesn't mean that the parking brake's shoes have actually moved.
This will be a difficult repair for you if rocking the car doesn't work. On Subarus (and many other brands), the parking brake is a drum/shoe configuration, which means that the parts I'm theorizing are seized are not visible even with the wheels removed. If rocking the car as described doesn't release the shoes from the drums, you might literally need to have the car towed (don't forget to request a flatbed!) to a garage for repair.
