I don't think so, running game down to exhaustion was one of many methods used by ancient man for hunting. Even in modern times there are different methods for hunting different animals. Going squirrel hunting? You can probably leave your .300 Savage at home, Elk hunting? Might want to bring something other than a shotgun with birdshot.

Different areas, different game, different techniques.

Anyway, if MT allows bow hunting why not spear hunting? I would consider both of those a slightly more "earned" kill than rifle hunting (not that rifle hunting is easy)
