Well, if you are thinking about going to bigger brakes (larger than stock GT brakes) you will need at least 17" rims. I had inquired about the 4 pot Subaru system and was informed that 17" min wheel size is needed.
Not quite. Wheel/brake fitment is the same as the Imprezas, so there are a few options:

STi 4-pots will work with 1998-2001 2.5RS wheels (16"x7"), but NOT Legacy GT or 2002+ Impreza wheels (16"x6.5"). Most 17" wheels will clear, as will a 15" RL-7 (but no other 15" we know of).

WRX 2-pot "big brake" system using WRX caliper brackets, WRX rotors, and WRX or 1998-2001 2.5RS Calipers will work with all of the OEM 16" wheels (including Legacy GT and 2002+ Impreza 16x6.5" wheels). Reportedly the RL-7 will NOT clear this caliper as its wider in "different" places than the 4-pots

I think for the Legacy GT brakes you need at least 16" wheels again.

You could check with "Neuromancer" to see what Legacy brakes he transplanted onto his "L" model Impreza but he was able to fit those under a set of OEM 5-spoke 15" wheels. I THOUGHT they were 2pot front, 1pot rear, and they were definitely an upgrade over the "L" stock system. Might not be an upgrade for a late model Legacy though. Are you SURE you have 1pot fronts? I thought by the 3rd Gen all Legacies had 2pot fronts.

Other "non-OEM" braking kits will most likely require 17" wheels for sure.
