On diesel trucks, there's an actual metal ring on the turbo itself which quiets it. Older turbo subarus had a snorkus, or series of plastic ducts and chambers, which accomplished the same.

For more sound, an intake, turbo inlet pipe, and downpipe will do the trick pretty well.
