The kicker isn't the bulbs, it's the housing. I.e most of the improvements in standard car lighting hasn't come from the bulbs but has come from vast improvements in how the light is reflected onto the road.

There are some pretty strong views on this and the guys that have already dropped the cash on HID kits will vehemently defend their choice. However, I've talked to some light vendors and they all say it has to do with the housings.

HID "kits" that use your stock housing will give you a HID look, but without much of an increase in effective lighting. I.e. it'll look brighter in front of your car but you'll be less likely to see the deer in the ditch 100 yards down the road.

Of course, go with what you like, but if you take your lighting seriously you may want to wait for more used lights to become available out of the US. I know that's what I'm doing.
