Well it might be because the EPA test cycle was run with the system on, therefore it needs to be on by default or the fuel economy numbers are invalid.
Just a guess.
My CR-Z has auto-stop with a manual, at first it was disconcerting but I've gotten used to it. The implementation is actually quite good and restarting is seamless as soon as you put it in gear.
As for the '21 I highly doubt that an earlier model can be updated for that, you'd need to buy a new one.
