Update: Following the service manual, I checked the EVAP_VP (vapor pressure) numbers which should read less than 7.95 kPA with the sensor plugged in (it was reading 8.035 kPa). Then unplugged the tank pressure sensor and checked the readings again and got 8.191 kPa. Per the Subaru service manual this means I have a short somewhere between the tank pressure sensor and ECM. This is going to be fun to fix....
