I would bet that if one connects an OBDII software or DelataDash the idle will be at 740 rpm.

What you are inquiring is that when you shift between gears and then you either press the clutch in or put it in neutral as you come to stop the idle take a few extra seconds to come to a steady 740. Which is pretty normal. Now if you start the car bring it to a complete warmed up stage and then the idle is not at 740 while you stay still, then you may want to run some logs to see what is going on. If the car is stock take it to the dealer. Also the idle may not be perfect after you reset the ECU as it adjusts trimming etc.. If you have aftermarket injectors etc.. it becomes even more difficult and it is very much based on tuning.
