What brand part did you install? Did you check terminal tension? If you can command the purge on with a scanner, use a light bulb as a load in place of the solenoid. Does it light up when commanded on? If not, are you missing power or ground? I'd have to see a wiring diagram but if the ecu controls ground and you have no ground, probe into that ground wire at the ecu and supply your own ground. If the bulb now lights up, it's the ecu. If it does not light up, check for a broken wire. One thing to remember, new only means shiny, that new purge could be bad. Check ohms specs for the purge and compare to what you have.
