IX has lots of disk space and really cheap rates and seems to be reliable and fast. With Kangaweb, you get less disk space per dollar, but you get things like IMAP E-mail, shell access (really rare these days but IMHO essential if you're writing any CGI), and real tech support. By real tech support I mean you can E-mail them something off the wall like "add MP4 MIME type to your http.conf" and somebody with a brain will actually read it, do it, and send you a polite reply (not boilerplate) in hours. That kind of service is completely unheard-of these days.
I've used Kangaweb for 6 years now, and IX for the past 9 months.
And I should mention that anybody who has a hosting account is probably registered in their referral program, but I wouldn't be recommending anything I didn't feel strongly about.
