FHI's recall bulletin (in Japanese) is at

It looks like one of the bolts holding down the air filter box in normally aspirated Imprezas, or maybe the latching clip, might impinge on one of the brake lines originating from the nearby ABS hydraulic control unit. SOA will have to inform NHTSA about this because of the TREAD act. When they do, we'll have an English language explanation of the problem.
