Carbon dioxide is a very stable molecule and really doesn't want to split. Most of the effort is being put into activation of metal complexes and other catalytic processes. Plasma is a really stupid way of breaking CO2 because you're basically just dumping a bunch of energy into it. There are many vibrational modes that don't contribute to disassociation that can absorb this energy. I don't know their system (but they claim 100% efficiency ), but the cost I'm seeing quoted in literature (J. Phys. Chem) is 0.5-1 eV/mol for vibrational excitation in plasma. Yeah, you're not getting that power out of a freaking alternator.
