I used to live in Brooklyn & worked in midtown; this is a good move for the NYC Police depts. They need something that can idle a long time and crawl along with the lights on.
I rarely broke 30mph within the boroughs during normal day to day, and more often than not was creeping in bumper to bumper traffic (hence why I typically took public transport).
I think at the most extreme case (~3am when the streets are empty) I could get up to 60 or maybe 70 in a car, and I'm taking about on the express way between boroughs, not downtown; but the roads aren't that straight for very long and they are s*** so if you're not paying attention (or it's dark) you're saying goodbye to your wheels & tires.
On a bike it's a different story, but they don't chase down bikes.
