Default Rusted cam Sprocket

Need help guys. I am trying to change the oil seal on a 2.2L and the cam sprocket is rusted tight. I sprayed half a can of liquid wrench on it and have broken 2 flat heads and it still barely moves. Every time I spray you can see rust just run out. Any suggestions?
