Exclamation How much should I offer?

Keep in mind this is a Canadian car.
Here's the story, 1999 2.5 RS with '02 WRX and tranny with an STI interior. Car has rust on both rear quarters going the length of the wheel well. On one side it appears to be rusting from the inside out. Timing belt was done 10,000 km ago. Now down to the nitty gritty. I got a mechanical done on the car and here's what came back. "Oil leaks from around timing area and above right side valve cover gasket/PCV system. Front swaybar bushing is worn out. Rear KW struts are showing signs of leakage. Front brake rotors rusted badly and the pads are at ~50%. Rear brakes are rusted out, rotors are a 2-piece unknown brand, and are at 30%. Rear brake hoses not secured properly, possible wrong hose. Battery terminals are loose and cannot be further tightened. Inlet hose broken, repaired with JB weld may have leaks. CEL on, can't communicate with OEM scan tool." CEL I don't see as that big of a deal as the car is running a full turboback catless so the O2 sensor is throwing codes.
Any and all help appreciated as I'm NOT mechanically inclined.

I think you should not buy the car.

Why buy a car with known problems...The car was obviously not taken care of, and most likely driven the s*** out of.

Be patient a better deal will come around, and when it does you'll be thanking your self for waiting.
