Default 02 WRX - Need help with Orciari headlights (wiring + EU Level Switch)

So 2 years ago I resurrected my 02 WRX at a shop (that shall remain nameless) in Middletown, CT. Part of the work was installing and setting up a pair of Orciari (the EU WRC styled) headlights. I don't really know what they did, but they cut up the wiring and made a mess of it. Haven't been able to drive the car at night since. The 02 didn't have day time running headlights, but they wired it that way. The fogs are affected as well, and sometimes they turn on, sometimes they don't. Also, never could get them to install the EU level switch. Probably a good thing when I look back on it.

What I'm looking for is somebody (preferably a shop) that knows what they're doing with the experience to unbleep whatever they did so the headlights work properly, and install the EU level switch (which as I always understood, should work with the Orciari headlights.) Gonna go ahead and say the high beams need to be replaced as well.

Had HID bulbs and ballasts as well (I think these were installed as the brights), but I'm not sure if they ever installed the ballasts. I don't see them under the hood, so I'm thinking they just hardwired them to the battery without. When they turned on, they never reached any level of brightness that was usable unless you're into dimly lit flashlights. So yeah, high beams were useless, whatever they were.

In the CT area would be preferred. The closer to Middletown/Meriden/Wallingford the better. An hour out in any direction is fine.
Start out with having it looked at and letting me know what needs to be done and what it's going to cost (obviously)

headlights. wiring. level switch. CT. $.
