Default ej22t w/ej25 heads

what exactly needs to be done to complete this?
im buying the motor from a 91 legacy turbo and building somthing for my 98 2.5rs impreza. my impreza has a dohc motor and i think it have variable valve timing as well (not 100% sure) i supposedly can bolt in the shortblock with my heads and such, add a turbo kit w/some form of engine control and have a monster.
i also need to make it pass obd2 emissions, anyone know about that?

Check the conversions and aftermarket turbo forums....you'll find your answers there. And no, you do not have AVCS...

all the cool outbacks have vtec stickers on them.

and v tec would never kick in at 3500, there is no reason to have it that low.
