Unhappy WRX Bugeye overboosting issue...

hey guys and girls

Chasing an over boosting issue on my 2001 bugeye AUDM WRX.

and i'm looking for what to try next to fix the issue.

the car is stock other then a cat back 3" exhaust so stock catted downpipe stock up catted pipe stock td04 turbo, stock BCS. when i first got this car i noticed the old owner had removed the t piece with boost pill between the WGA and the turbo and just placed a single vac line between them bypassing the BCS. the car was boosting to 8psi.

I ended up hooking a t piece back up installing a 1.2mm pill back in on the turbo side of the t piece. the car boosts itself up to 17/18psi and i can only guess that this is fuel cut/boost cut. no CEL is being turned on from this.

i hooked the car up in test mode using the 2 green connectors the BCS does not click when i do this but when i take the BCS off the car and give the BCS some power on and off it clicks and let me spray some brake clean up into its guts. and it comes out the other barb so it seems the BCS is working fine...

my only real assumption now is that the car is not running a stock tune. other then buying a tactrix and doing some data logging what else could i check that could be creating this issue ?
