02 WRX hard to start

Hello everyone, I need some ideas about a 02 WRX that my brother owns which is hard to start. Here are the issues that he is having.

Dropped daughter off at school and car stalled out. Tried restarting and no love. Then waited for about 15minutes and tried again, and once again, it did not start. Towed it to mechanic, mechanic sat in it without looking at anything and it started right up. they checked fuel pressure (w/in specs), spark (good), did a smoke check to look for vacum leaks (none), and then scratched his head. This has been a repetative problem without any secondary indications.

I did a search but as I am not even sure about what this could be so my search criteria is very vague.

Any help is greatly appreciated.

fuel pump...fuel pump relay..loose battery cable
