Default Not knowing much about engine design, I have this question.

Ok, I know NOTHING about engine design. However, I was wondering if it was possible to raise the redline on the WRX to 9K.

Does it require rebuilding the entire engine or just parts of it?

I have no idea, does anyone know/have an idea?

Mine spins to 9K but it dont make power up there, most decent motors (rods are required) will spin there but you need a huge turbo to move enough air to get em to make grunt, my 2.4 L with the old setup made 220KW ATW @5700rpm and it fell over there, to get em making power any higher (than say 7000rpm) you have a problem with 6000rpm of lag.,

Raising the redline is one thing, however, the problem is making sure there is sufficient airflow at the newly found higher rpms. Usually, this requires some valve, spring, and head work to ensure that the flow is enough to make more power. It doesn't make much sense to increase the redline unless you can get more power higher up. If you can't, your just working the engine harder.

Airflow is directly proportional to boost, you have to remember that up there the valves are only open for a VERY short period of time.
I run cams (still mild though), 21-4n stainless single piece valves and shimless buckets to keep them alive, bearings is an issue too.
