Default 03 Legacy Im At A Loss

my 03 legacy has lost all interior lights and power even the power locks won't work, the radio works but the light on it don't work, the gauge cluster is still working fine but will not illuminate...

-Ive checked every fuze a dozen times

-ive heard of something called an 'illumination control module' and was told that they are not on this year of legacy

I don't even know where to start with the trusty Multi-meter

Thank you in advance for you time and any help is greatly appreciated

Fuse, not fuze.

How did you check? Looking is not the best. Turn key to on, attach one meter lead to a decent ground, check BOTH sides of each fuse.
If power on one side, should be power on the other side.
If no power on one side, should be no power on the other side (may need to turn something on).
If power on one side but not the other, replace the fuse.

Alternative test, pull a fuse and do a continuity test, should be very close to "0" resistance. If you see a "k" or "m" on the meter, likely reading through your fingers, not the fuse.

your car does have an illumination module ( part# 83023AE01A) but its just for exterior lights, due to the interior lights AND locks not working id say your body integrated unit took a dump. Part# should be 88281AE000, its a big black box with a handful of connectors going to it, its right in front of your knees on the driver side under the dash.
