Default coincidence or not?

seems like i hear of people getting bigger sway bars when they get a better strut/spring combo than stock... is this something that is just coincidental that they do it at the same time or is there some science in it that makes it better to upgrade the sway bar with the suspension. i've seen both from stock to aftermarket bar or aftermarket bar to bigger aftermarket bar (rear bar, usually) when people upgrade their suspension.

Generally speaking, the 18mm bar works well with the stock suspension if you want neutral steering with a little understeer - good for avoiding spin outs. The 18mm is even better for the automatic because throttle control is more difficult. 20mm will give you close to neutral with some oversteer. 22mm will give you oversteer in most situations. 24mm is only usefull if you've also upgraded the front bar to 20mm or 22mm.
Once you upgrade the suspension, then you can push the envelope a little further so moving to a 22mm gives you the ability to drive more agressively with oversteer and still maintain control.
Is it necessary? Not really. The sway bars control roll. The rest of the suspension indirectly effects roll by providing more resistance to all movement. What sway bar you use depends on how you wnat your car to act in turns. Do you want the relative safety of a little understeer so you can let off the gas to regain control, or are you comfortable with keeping your car in control with the tail end sliding out?

Keep in mind, soft springs with big sway bars will still yield body roll.
