Rip out the trim on the RH side of your cargo area, specifically down low stuff. R79 is the trailer harness connector, R35/D35 is the rear gate connector. Check for any shorting or corrosion (or pool of water, etc) by the 6 pin trailer connector, and unplug the D35 gate cord. That will remove the 3rd brake light from the circuit. If you stick a 194 bulb in place of the fuse, you don't have to keep buying fuses. With the bulbs removed from the brake lights, and the rear gate connector unplugged, that bulb should not light up if you step on the brake pedal.

And I know you said pulling the trim was a pain, but it's either that or GFY and take it to a mechanic and pay someone else to deal with it.
