Default Installed cobb ebc, car goes, now 5psi limit

Basically, I have a problem where the car won't go past 5psi. About to have the car Etuned(waiting on base map) because of tgv delete.

Log of idle to pull with the 5psi limit

Log of after ecu reset with full boost (car will go full boost if I reset ecu but die when car is in neutral)

This is a high mileage 2006 wrx tr with unknown mods from previous owner (lying scamming punk).
I know it's mostly stock besides TGV delete(after I gave it a cobb tune I found out about the tgv from CEL and from a shop shortly after). I Have installed Wideband (bad sensor) cobb sf intake, boost controller, and cobb EBCS.

I have Replaced MAF, Rear O2, and all the spark plugs prior to this issue.

When I reset the ecu the car will go hard full psi, then it will die if put in neutral almost every time for maybe 5-10 miles. Then eventually the AF Learning 1 will reach 14.84 and the car will stop stalling and the boost will only go up to 5psi.

Basically, it started after I replaced the Boost controller and installed cobb's EBCS 3 port, then gave it a 1+ ebcs cobb tune. All the lines are in the correct location and tight. Before the install I found out my Vacum line to the turbo and wastegate had a cut in it.

I'm trying to prepare the car for for a tune. Previously the car would go to 12 psi on a cobb tune with TGV deleted.

Do you think the Tgv delete is causing the high Af Learning 1/1a?

Default wastegate actuator

Turns out my wastegate actuator took a poop. Was really lose. Car boosts properly now
