Question TMIC 90 degree elbow question

I picked up a used STi TMIC that came with a 90 degree silicon elbow pipe (from the IC to the turbo). The elbow has a small, dark-colored piece in/on the outside that seems to slide up and down / opened and closed.. kinda like a light-dimmer switch. Can someone please tell me what this is for, or refer me to an appropriate link/post?

Sorry if this has been already been asked and answered somewhere.. I did search for various terms and read some FAQs, but as a n00b, may not have recognized an answer staring me in the face

its not supposed to move i dont think. its to stick a screw driver on to make the install of the tmic much easier
