Does anyone in this area know how to install and fine tune a TEC-II

I am planning on a TEC-II and Full Turbo install next spring-summer. I was wondering if anyone in this area has experience tuning or installing Vishnus TEC-II setup. I want to spend some time at the 4-wheel dyno in Rockville just to get things tuned right. Who can help me out with this?

What is so difficult about the tec-2? We can install it and tune it ourselves. We only need a dyno and some base settings to start with.
