Default Xenon headlight bulb out Bad Balast HELP!

I just purchased a 2005 Subaru STi and noticed that my xenon bulb was out. Can anyone tell me where I can purchase one??

Preferably cheaper than the 150 the dealer wants.

They are standard D2R HID bulbs. Search for online vendors and find a set (they should be replaced in pairs for best color match) of Philips or Osram D2R (NOT D2S) bulbs. They can be had for around $60/pair if you look around, just be sure to get the proper OEM bulbs and avoid aftermarket knockoffs.
Also before you go ahead and buy bulbs, try swapping the bulbs from side to side and see if the problem follows the bulb or not. If the same light is out after swapping bulbs you may have a bad ballast. Sometimes if the lights have been opened up to be cleared and not resealed properly, water can get into the ballast and cause it to fail. If this is what happened you may be lucky enough to be able to remove the ballast and dry it out, otherwise you'll need a new one.

So I took Mulder's advice and swapped headlights only to find that with a good bulb it was still not igniting.

Instead of changing the whole headlight can I change just the balast?

You can change just the ballast. I have a extra 2005 sti ballast laying around if you'd like it. PM me if you do and we'll work out a cost.

Have those lights ever been opened for clearing or other modification? Water intrusion from improper resealing is the most common reason for ballast failure, so if that is the case it needs to be addressed before replacing the ballast to prevent another failure. Look for signs of moisture inside the light, if any is seen the lights should be baked/heated to open them and then resealed properly.
Also as I mentioned if water is the problem you may be able to remove the existing ballast and dry it out enough to get it working again. If you do choose to mess with it however, do NOT under any circumstances apply power to the ballast unless it is fully assembled and connected to a D2R bulb. There are very dangerous voltages present inside them and on the output connector to the bulb.

I just sent the original owner a message to see if the headlight had been opened. Could the original ballast burn out? The car is 5 years old with 36k original miles.
