Have a Nice Day? Electrical Problem

So I have an electrical issue, the car is a stock 2002 WRX, I bought the car because it was rust free (hard to come by up here) the harness had been cut in multiple places, so I wanted to start from ground zero again. I had another 02 wrx that was stock but was all rusted out, so I used everything from that.
So the problem is that the cooling fan does not turn on by itself, but will come on when I turn my headlights on, and when I turn off the headlights the fan and headlights will not turn off till I turn the car off. I also have no high beam and no high beam indicator on the dash, and the fog lights do not work as well.

Yeah I'm normally into jumping on this kind of electrical issue, however this needs to be a hands-on diag.

Up here.....where? If Canada, are both cars Canadian?
What harness? There are a lot of harnesses in a car.
Was the harness the big sucker under the hood? If so, did it include the fusebox?

I mean, you "could" be more cryptic, but not much more......

VT, is where I am. one car is a VT the (rusty obviously) and the other one is from FL, the two harnesses that I swapped from the VT car were the engine harness and the big one under the dash. Yes it does include the fusebox none of the wire were cut at all. also used the ecu, motor, and steering column from the VT, because wires on the steering column from the FL one were cut. Thanks

So tonight I fiddled around more with the car and made sure grounds were super clean. I Wiggled the wires checked contention again nothing helped. Right when I was about to call it a night I tried turning on the head lights and then turned them off, went out the engine bay and tapped on the headlight relays. When I did this the headlights went out, so I tried again and turned on the headlights, tapped the relays and then the cooling fans came on. Went and turned off the headlights then went back to the engine fusebox tapped on the relays the headlight again went off but not the cooling fan.
Hope this help narrow it down a bit.

Have you inspected the relays themselves and the wiring under the relay boxes? Pull the relays and test them, pull the bottom off the relay box and look for corrosion or anything that looks suspect under there too.

Hi guys thanks for all the tips.
went back though the whole car, checked the fuses again and it ended up being a fuse that I must have missed on my first go around of checking, the fuse was a fuse on the interior fuse box that is listed as being (back 15A) replaced that and now every thing works great.
