OMGHi2U Naked and Afraid

Hello,
I thought I should introduce myself. I am hoping this is the best way to introduce myself and I am sure you will tell me if it isn't.

Reasons you will like me:
1) I have thick skin.
2) I read the rules in their entirety.
3) I read the newbie sticky's in their entirety.
4) I have spent lots of time in other forums, so this isn't my first lion pit.
5) I have some basic mechanical knowledge.
a) 2 Engineering Degrees.
b) I have replaced many car parts including a couple of engines.
c) I help people build technical parts for a living.
6) I am in this for the long haul and plan on making the old members my friends. Whether they like it or not.
7) You will probably get to see pictures of my broken car after I drift it into an object that doesn't move. You can laugh at me while I cry, watch me fix it and do it again.
8) I have spent days reading the wonderful material on this forum. Thank you all for all of the wonderful help. It has been very helpful.

Reasons you won't:
1) I am new here.
2) I have very little Subaru experience.
a) But, I screen all my questions through my many long-time Subaru mechanic friends and family.
3) Yes, I want to build my car to 600HP to beat my brother-in-laws Audi S6 while spending as little money as possible.
a) But, I do not intend to do this quickly. I want to work my way there slowly and the right way. I have the money but the less it costs me the more frustrated I can make him when I win.

My Suby past:
I bought a '98 Impreza coupe about a year ago for $2,250. The last guy replaced the engine with the same EJ22 and added a TD04 (Added in the sloppiest way possible), Perrin sway bars, WRX seats, 4 wheel disc, short-throw shifter, top mount intercooler, A/C delete, an EGR delete and 4 slammed coil-overs. I drove it very fast and not very nicely along a great road to race to work on for a few months. One day it wouldn't accelerate until after I held the pedal for a while and then it would jump forward all at once. Tried the fuel pump, no luck but now I've got the right Walbro for bigger builds down the road. The clutch needed replacing anyway so I pulled the engine and put in a new ATC flywheel, OEM clutch, OEM pressure plate, OEM oil separator plate, OEM rear main seal, OEM bolts I had to remove, OEM gaskets, OEM engine mounts (Why are the aftermarket ones so expensive?), OEM clutch release bearing, OEM intake for an EJ20. It is almost back together but more on that below.

My suby future:
I would like to compete in a rallycross event a few years from now. I can comfortably drift my Suburban in the snow and gravel @ 80 MPH but I don't think it would be very competitive. I plan on starting with autocross so I can progress at a reasonable rate. I would like to fully build out an EG33 at some point but because of the substantial investment, I will probably jump to an unbuilt EJ20K first. Subject to change depending on what you lovely people have to say.

The real reason I'm here:
I have been creeping for months and finally have something I was unable to answer with the search function.
I know this isn't the best place for this question but I haven't posted enough on here to be allowed to post in the technical section.
My engine is almost back together and I came across a broken part and a missing part. I have asked all of my experienced contacts what this thing is with no luck. I tried looking up every search word I can think of on here and on google but because I don't know what it is called I am having a hard time. I am hoping you can help.
1) The broken part is bolted right to the bottom of the throttle body and it isn't the idle air control valve because on this model it is bolted to the intake manifold. It is circled in green in the photo below. What is it? Do I need it?
2) What connects to the empty bolt hole circled in red in the photo below? Do I need it?

that looks like an idle control of sorts...probably had a vacuum setup which obviously has been removed...

The idle air control valve is off near the side. This is something else.

i didnt read it all, but as literal scientist as well.... MORE DATA is never bad...

Cliff notes: Already have turbo but going to blow this engine and replace it. Only using good parts that will take me to my final build. Built EG33. In the meantime, I need to Identify the circled parts to enjoy the car. can you identify them?
