Default Exhaust cam seal leak

I've seriously been fighting this issue now since I reinstalled my ej257. I have installed 2 sets of cam seals and now had the someone that has done the job many times install them as well. No matter what technique or what tools are used, the exhaust cam seal leaks on both sides though the passenger side more than the driver. Both myself and the other guy are stumped at this point so I'm here asking for help. Cam seals are 100% flush, pcv deleted from crawford v2 aos and checked line routing and replaced lines as well just to make sure they were not clogged causing overpressure on the seals. Just a stock ej257, nothing special. Car had a hole in the piston of the last engine so I replaced with a long block and replaced all gaskets before installation and since then, multiple sets of cam seals. On a good note, I've gotten damn good at taking off and installing the timing belt...
