dash lights and tail lights not working.

i had this problem before, the fuses arent blown but they aren't working, i had someone put a stereo in my car and i think that they mighta disconnected a wire, but wire? its a 98 impreza

Have you checked the fuses in the main panel under the hood? If you aren't getting power to the fuses under the dash then the problem is most likely a blown fuse in there.
