Looks like a breather hose, so that would be engine oil.

Hey man, you can rip that out... its the evap purge valve... i took mine out f my car, but you must leave the solenoid in with the 2 hose still connected. But that is for your fuel air vap system...a lot of people rip that purge valve out, or remove the whole system all together,

This is the correct answer. It's goes from the turbo inlet to the metal crossover pipe connected to your intercooler and from there is attached to the two head breather lines. The wet spot is just oil vapor from blowby. It isn't a big deal but you can install an aos if you'd like to correct the issue.
